Home to the Amazon basin and the world’s highest levels of biological diversity, Brazil has developed some of the most studied conservation finance mechanisms on record.
Conservation Finance in Brazil
Brazil hosts an estimated 15-20% of global biological diversity across biomes that include the Amazon, Atlantic Forest, Cerrado, Caatinga, Pantanal, and Pampas. The scale of its conservation challenge matches the scale of its ecosystems.
ICMS Ecológico
Brazil pioneered ecological fiscal transfers through the ICMS Ecológico (Ecological Value-Added Tax). First introduced in Paraná in 1991, this mechanism redistributes a portion of state-collected ICMS tax revenue to municipalities based on their protected area coverage and environmental indicators.
The program now operates in more than a dozen Brazilian states. Research shows it has increased both the number and area of protected zones at the municipal level, making it one of the most replicated conservation finance instruments in the developing world.
Amazon Fund
Created in 2008, the Amazon Fund (Fundo Amazônia) receives international donations to support actions that reduce deforestation in the Amazon biome. Norway provided the largest share of contributions. The fund finances monitoring, enforcement, sustainable production, and territorial planning across the region.
Payment for Watershed Services
Several Brazilian municipalities operate water producer programs (Programa Produtor de Água) that compensate rural landowners for maintaining or restoring riparian forests and other watershed vegetation. These programs link downstream water users with upstream land stewards through voluntary payment arrangements.
Challenges and Outlook
Brazil’s biodiversity finance picture is shaped by tensions between agricultural expansion and conservation mandates. Enforcement of the Forest Code, fluctuations in environmental agency budgets, and international pressure around deforestation all influence funding flows. The Cerrado biome, in particular, receives far less conservation investment relative to its rate of habitat conversion.
